Anyone can join as there's two types of membership. Resident and non resident. Your best bet to get all your questions answered is to visit the center. The staff is very welcoming and they'll give you a tour of the entire facility.

I'm not affiliated with the center; I just attended an art show there. Contact the activities director there to see if your services would be of interest.
$10 for open gym when it is scheduled. Open gym times change last minute, so call to verify the calendar on their website.
You have to be 13 to use the facility unsupervised. If you are in a class and there is an instructor, it is up to the instructor if you can be left alone.
