Had fun but this place needs updated. It was so dark in and around parking lots it felt unsafe. I also saw numerous folks in mobility scooters who without lots of intervention from others could not access many areas. Also, put the pathway BEHIND the seating at the derby so that your view isn’t blocked by people walking to and from bathrooms and concessions.

There was, it started at 5
Sometime after 9, probably 10pm which is when the rides stop
If you find the radio station is broadcasting the race is up there in Delaware I'm sure all the information will be on there station broadcast
I'm not sure I'm supposing that Scioto Downs May have it
