I come here from time to time to escape the heat of the valley and hike or swim with the family. Clean cold water, very short walk to initial destination but with a few long hike trail options. There are no amenities here, take out what you bring in. but you can set up a nice little base camp, leave part of the group to enjoy the pools and others can take miles long medium dificulty hikes to destinations further up trail.

You can, but get their before say 8am. You will have to park along the entrance road.
There are several locations to jump. People die there jumping so be careful. YouTube it.

Yes, it's a flat maybe half a mile in mostly shade. When we were there, there were families with floaties. I'd say about twelve parking spots, it's a dirt area and that number is depending on how close people park. As for best time, I am not sure. We were there around 3-4 pm and it was peaceful with the afternoon crowds leaving. I will caution that people have drowned with sudden flash floods with ice melts. Have fun.
There's an actual small parking lot style thing and some kind of plaque or something. Also a weird graffiti guy at the first cement structure you come to at the head of the trail.

Yes it's open. Due to people ecsaping high temperature, parking will be difficult to find. Be prepared to park along the road and walk at least 5 minutes to get to the trailhead.

There aren't really any rules posted. It's technically PGE land I think. There are signs warning of fast rising water and to wear and life jacket though. But I think that only applies if they open a flood gate upstream

There are places to camp, but it's dry camping (not sure it's entirely legal?). You must park in places off the main road. You are prohibited from camping on the trails! Please don't camp on the trail, if you get caught you could potentially make people lose access to the area! Drive up Bowman Lake road and you will probably find a nice pullout to camp at.
