Save yourself the grief- after waiting in line for 20 minutes, I threw in the towel and called. NO PROBLEM! They sent me new ones with 10 days. It took 2 minutes! You can request a new set of plates at a DMV office or by contacting the Custom Plates Unit at 1-518-402-4838 between the hours of 8:00am - 4:00pm, Monday through Friday and a telephone representative will walk you through the process. You may be asked to submit a photograph of the peeling plate.

I would think it would be unlikely that a government agency like the DMV sends texts for this. Youd more likely be notified by mail. Call to inquire, but be leary giving out any information that they should technically already have if its real, or financial info.

You don't need an appointment to surrender plates. I had a registration appointment and was going to transfer plates. I was unable to transfer so I sent my son back in to surrender with no trouble.

They're really not able to answer what stage they're in basically I would have to say to they are only allowing essential people to make appointments and then they have to drop the paperwork off. When I was there last week they said Tuesday or Wednesday they should be opening up where all people can come in but it will still have to be by appointment!
