They have the applications for Veterans plates. Let them know that's what you are looking for. They told me all Veteran Plates come from Albany, and you have to apply for them.
You really need to ask them this. We can help you with clarifications of how to get there or parking for instance but your question obviously need to be asked to the DMV.
