There are a couple of bike racks, availability varies
There are very few metered spaces, and most are on the northbound side, near red barn muffins. They fill up before 7 am most weekdays (later on summer fridays). There are a dozen more or so, all the way back at the southern end of the lot, on the east side. Getting there early is key.

If you are referring to the train parking, it can be 6 or 12 month permit. LAZ manages the lot, and the rates are on the metro North website.
