Unknown. They proceeds titles with vin number. But in certain cases if you don't have the care there you need to do a tracing of the vin number or take a pic, print it out, and have an authorized service center sign and date it. This validate that you have the car in your possession. We had to do this when we purchased a car that wasn't inspected, so we didn't drive it to Penndot and needed to get everything transferred. Couldn't do a pencil tracing , had to do picture method.
