There is not a small claims court at the county court complex. Each municipality has its own court and that is where you'll find small claims court

Get a marriage license from the town where you will be married. In Monticello, it's the Thompson town clerk over by Home Depot. Both partners need to be there. This website has more https://www.health.ny.gov/publications/4210/
