I'm not sure it is ever turned off. You have to hit a push-button off on the side of the splash park on the bathroom side and that turns the water on. It stays on for maybe 10-20 min at a time.

Yes the park is dog friendly as long as you pick up after them and keep them leashed

I have seen multiple people walking dogs around the park with no issues. There is plenty of space, but it's not fenced like the dog park at Reed Canal park.
