You pay an annual fee...I believe it's like $25, then it's $10 to shoot. But give them a call and they'll be more than happy to go over it with you.

You need to take an 8 hour CCW class and shoot to qualify at a range like Eagle 1 (prices set by the individual location you go to so it can vary), then apply at your local county sheriff's department based on your home address (fees are set by the county). I believe that open carry can be done without a permit in NC the last time I checked.
