They can help you get a handicapped placard or a handicapped license if you have the paperwork, I believe. When my mother was registering her new car (the old one had been totaled), she showed them her old handicapped plate and they registered her for a new one for the new car and actually put the new plates on the new car. So I'm fairly sure they can help in some capacity.

Yes ,as long as you're a member. They will help you with the paperwork. I have been doing all my DMV paperwork there for years. Much faster service less waiting and more helpful staff then DMV. You can do everything there except renew your driver's license. You can get your registration sticker the whole you're there instead of waiting a month in the mail.

If you have a valid foreign drivers licence you can drive on that for 12 months. You dont need an IDP. All the IDP does is translate the information from the foreign licence into English. If you are asking about an IDP so you can drive in another country, then that is handled by the DMV equivalent in the foreign country but most countries accept US drivers licences for 12 months
