They can help you get a handicapped placard or a handicapped license if you have the paperwork, I believe. When my mother was registering her new car (the old one had been totaled), she showed them her old handicapped plate and they registered her for a new one for the new car and actually put the new plates on the new car. So I'm fairly sure they can help in some capacity.
