Officer Stambaugh lacks discipline with a firearm, and deescalation tactics. Illegally using force via putting a gun to a man’s head who did not warrant the use of force violates both California penal code and the departments use of force code. Officers like this are why there is distrust with these agencies. Furthermore the promotion to detective after a poorly handled traffic stop leads only worsens the situation.

Officer Sarah Stambaugh deserves to be fired. Undisciplined, poorly trained, yet receives a promotion after the stunt she pulled? You pulled a gun on a man for no other reason than your shakey nerves. If you can’t handle that kind of pressure than you don’t deserve to wear your badge.

I parked my car for five minutes before realizing i was in a metered spot at a XOSO, ran back to pay, and was met with a $50 ticket. With 25 minutes before metered hours ended. Pretty brutal for a momentary lapse.

In any court proceeding a "proof of service" form should be filled out and it varies depending on what type of proceeding you are involved in. Contact the court where the matter is being heard and they should have any proof of service info that has been filed.
If you live in the city limits report the vehicle to 311 with a description and plate if possible.
You'd have to refer to the program rules or any court order that mandates participation in any program to know for sure.
A quick google search can be helpful and often lists people who own property via tax records etc. If that doesn't work there are lots of information clearing houses online that charge a small fee to help locate someone.

Fix it if you can and then go to Small claims and file a claim for damages and the cost of fixing it. It may take a little while to see a Judge but they should give you a court date. I hope it helps.
