Apparently you need to be pre-approved before you can even meet a dog, why can't someone just go in and look at an animal they might want. Why would I fill out paperwork for a dog I may not like that I haven't even met yet. It feels like they don't want the animals to find good homes

I think they do. I adopted a dog & it was about $30. But it covers neutering & shots
