You need to call Volunteers For Wildlife. They are not likely to answer you on Google.

Why does no one answer the phone ? I have an emergency and no one is picking up.

Hi, I found a baby Blue Jay, the parents have a nest in my backyard. I'm trying to feed it but no luck. will you care for him until he can fly? I would like to give him back to his parents. They are swarming at me. they want their baby back

Please give them a phone call at their Locust Valley location. You can also email them. I would do both. It's very possible the blue jay may not be in need of assistance but is simply Learning to Fly. They will be able to advise you best. Sometimes what you think is in abandoned baby is simply a baby that the parents are attempting to help in the process of fledgling. Please talk to the folks at volunteers for wildlife and they can guide you properly. The parents will definitely take the baby back if they are swarming at you.
