It's very possible the blue jay may not be in need of assistance but is simply Learning to Fly. They will be able to advise you best. Sometimes what you think is in abandoned baby is simply a baby that the parents are attempting to help in the process of fledgling. Please talk to the folks at volunteers for wildlife and they can guide you properly. The parents will definitely take the baby back if they are swarming at you.
It takes three days for the fledgling to learn to fly. Try to keep predictors away from it. Predators
