Possibly air fresheners in the candle department but I'm not sure. I'm pretty sure they also carry key chains or perhaps kits to make them yourself.
It looks like they do. They appear to be black in color. They are under the name Imagination Station.

Unless you get creative with batting or material they do not have typical packing materials for sale
