Yes. Since it’s Oct only the Meadows Loop is open but you can reserve any of those sites online at ReserveCalifornia.com.
I’ve gotten conflicting information on first come first served campsites—I think due to COVID that isn’t allowed but it may be up to the camp host 🤷🏻♂️
Over night fishing can be done on Hillis beach, on the Madera side of the lake. Take the little road on your right before passing the gate. It's $10 and you have to use the self pay envelope outside the kiosk.

So for camping you would go to the camping area and they will assign you a designated camping spot and will need to open an account with you by using your ID. >This is going of Los Banos Creek Camping process as it is also a CA state rec park like Millerton<
It depends on the water, at the moment its high so restrooms are near by as long as your in an area where they can be accessed. The campground side of the lake is closed until further notice however, the Day use area of the lake is opened till 7pm. I recommend early arrival, since the lake tends to be pack and it is a 10 dollar entry. Stay safe!
You should always take precautions with small children around any water. Millerton Lake is no more dangerous than any other body of water and less dangerous than swimming in the river. There are swimming areas with lifeguards on duty on the weekends. But there is no substitute for a proper flotation device and close supervision.
