The plant runs continuously all day, all night, all year. It is designed to be always operating.
Not particularly in the area directly to the east. There is a constant wind with an east-heading direction, but no odors that I've noticed. (Answer is my opinion only; I do not speak for the District)
I don't think it would be worth the time and money to sample something. I am willing to bet that Amazon makes a good filter to get quality drinking water from it.
Your question about plastics acceptable for recycling in Sacramento County would be best answered by the sanitary landfill or transfer station (Kiefer, Florin-Perkins, North Area, etc.). Regional San handles wastewater from your home's sewer system.
