I went in the summer for Hispanic festival. It was 90 plus with no shade. That would be nice in winter. In summer shade is a.must.

I went for the bacon festival. I got disappointed cause there wasn't bacon like I expected. A lot of the food just had like bacon bits. Other than that I enjoyed the music

Yes there is skating even during this covid time. But you must make your reservation online. At the time we made our reservations the availability only came up every 2 weeks
There is a place where they are selling hot cocoa and snacks and rent skates. Not supper close to the rink but if you are standing in the right spot you can see the skaters and it's warmer than outside.
Not on the ice. (Service dogs would be an exception)

There is a metered lot adjoining One Lincoln Center right near the rink. Parking downtown is problematic at best, but you can usually find a spot around somewhere, you just may have to walk a couple blocks.
You can park when going down clinton(one way) and take a left just past the ice rink( formerly the fountains. You can park all along the right for free.
