There is a place where they are selling hot cocoa and snacks and rent skates. Not supper close to the rink but if you are standing in the right spot you can see the skaters and it's warmer than outside.
Naw it's all open summer time it's a small man design pond as in concrete not grass and during the winter they convert it into an ice rink or lay black padding down/ just empty the water out for special events. Some of the special events do erect tents for protection from the elements but your not going to find any mass heaters to keep warm. Someone working there from time to time may bring there own small heater but it won't do any good for any visitors they keep them behind there work stations for personal warmth
No i wish there was somewhere you can keep warm and watch the tree lighting
