The appointment system is a logjam. I went in person to make an appointment only to be told they are done by phone only. I missed 2 return calls and each time had to start over and finally had to sit with my phone until they called back a couple days later. Not sure why you cant do it in person.

If he is a trouble maker, why not? Apparently you have never had your life destroyed by people like that. You have no respect for others! We had one guy who was stoned all the time, drove like a maniac, and one day he pulled out of his parking space suddenly without looking, and caused an accident which badly damaged two cars and totaled another. And he and his dad break into parked cars and steal valuables like, for example, my smart phone and power tools. Not funny.
