No this library does not have a 3D printer. I know Main Library has a 3D printer in their Creation Station. A few of the other major library branches have a smaller Creation Station. You can find more information here: https://www.broward.org/Library/Pages/CreationStation.aspx

They do accept volunteers. You have to talk to someone at the service desk and they will give an application to fill out. They will notify you once you have went through a background check.
