I believe they're not set places, but will negotiate for any available rentals.
I think they do I know that they pay electric bills they have been in the past you need a past due notice
The LIEAP program can assist if you meet the income guidelines. Go to DSS and ask for it by name. Take the bill, social security cards, I'd and proof of all household income.
