We were there last Saturday, July 25th around 1pm and it was open. Sign said open till dusk I believe.
Yes, there is a pond right by the parking lot that has a few decks for fishing from and signs for "Public fishing area". I haven't caught anything there and have only seen bluegill so far, but I assume there must be bass as well.

Well yeah, sorta. Go next store to Magee, there's a pond out front. Its for kids only. Just down the road at bonos curb, there's a large fishing pier as well cooley on one side lake on the other
I believe it says no swimming but dogs are allowed on the beach area but not on the trails.
There are walking trails and be sure to use an anti mosquito spray or you'll be lunch for them
The website is hard to use and not showing dates for the auto tour. The next dates are this Saturday and Sunday. I would call for times as it just says sunrise to sunset with gates closing one hour before sunset.
There are places to camp within easy walking distance. Maumee Bay State Park has camping and there are private campgrounds as well.
There is no charge to access the preserve.
