I believe it says no swimming but dogs are allowed on the beach area but not on the trails.

Have NEVER seen anyone swimming or on the beach there.

I'm really not sure about that. You can only get so close to them best, and last I heard that beach wasn't open to public.

Never saw anyone swimming except dogs. There is a designated area there for dogs to play.
