I've always liked JC Penney's because of the prices/ good sales and awesome customer service but this particular location doesn't seem like they were trying to keep it clean OR stocked with inventory.

I would call their Customer Service. JCPENNEY has amazing customer service. I had a similar situation to occur and they resolved it flawlessly.
