Facility seems clean and well cared for but when we entered to bring our contributions, none of the people at the desk rose to greet us or even acknowledge our presence.

The place is spotless. The animals look and act well cared for. The staff is also very friendly.
Recently, we attempted to take a stray cat there and they told us that because they did not have space the cat would be put down. So yes, it is a kill shelter, apparently on a case by case basis
If a dog was found and taken to another state and brought to vet the same day and incurred a $386 bill then notified the dogs owner a week 1/2 later and wants $300 should the owner pay bill to get dog back??

They do! I know because I just brought in a sweet stray mama with her babies who were born on my porch. They won't be old enough to be separated & adopted for a while, but if they took in the ones I found, they may have others.
Or if you wait a little, maybe you can adopt one from the family we rescued.

They don't let you in to look at the animals unless you have filled out adoption form and adoption is approved. They will then call you to do a visit.

I'm not sure whether the shelter offers free vaccines or is able to help you that way but they can guide you as to what to do. They are very helpful and were available and caring in a serious time of need when my dog passed. Good people
