Kudos to the town of Manchester for the expeditous distribution of COVID test kits. The Emergency Management Team under the direction of director Don Janelle and his CERT team should be a model for other towns. I was literally in and out in a matter of 20 minutes! Thank you to all of you volunteers! Job well done

First you need to find out if the lights are even owned by the town. Many street lights on utility poles are owned and maintained by eversourse
