During the summer they're allowed in the evenings after 5pm and in the mornings before 9am. During the off season they're allowed at all hours.
If it's for an electric car most likely yes
If you are camping they have to remain on a leash. I know that part from a family reunion but I have not just seen people walking dogs during the day. So I don't think so if you are just going for the afternoon.
This is not the Huguenot Park in Jacksonville with the campground. This is just a small neighborhood park in Jax Beach. You want the campground up in Jacksonville on the north side of the jetties across from Mayport. The Jacksonville Beach Huguenot Park does not have camping. It is very easy to confuse Jacksonville with Jacksonville Beach, especially because both cities have a Huguenot Park.

No, vehicles or pets allowed on beach.
They do, but be prepared, its an oceanside campground on the sand, I recommend LONG tent stakes, I have seen tents acting like tumbleweeds in that park !
