At a commissary?
Check with base info. Not sure of hours of operation. It may be closed on Mondays.
You must be a DOD card hold to access the commissary. Snap(?)/EBT benefits are accepted.
"Starting Jan. 1, 2020, all service-connected disabled veterans, Purple Heart recipients, former prisoners of war and primary veteran caregivers will be eligible to shop at commissaries"
Hard to say, there is nothing you've given to identify your affiliation with an active duty member or with the DOD as a whole.
Holders of military ID cards....active duty, retirees and their dependents
