Great day trip. Street parking is 10 dollars, there's bathrooms at the start at of the trail. Water is clear and cool.

Look up directions to Clarks Pool, which is a spur trail off this same hike. Beautiful swimming hole surrounded by boulders.
I'm pretty sure night hiking is permitted. I've been down there at night and no one said anything to me before.

There could be a fishing area around, but not really sure if there's fishes around
Upper lake remains closed until further notice. Lower lake is open, but there is NO WATER ACCESS WITHOUT BOAT
You could try the Confluence trail,it is like a flat dirt/gravel Rd. You can ride your dirt bike on this trail/Rd.
There is boat-in campsites on lake clementine. Reserve on reserve.ca.com

Yes. You can park at the trailhead (near the confluence) for free w a pass.
I would say no for three reasons: rocky, narrow (in places), continuous incline in one direction
