They only hold passport appointments 830am to 340pm and for the last appointment you have to be in the office by 330pm do they quit on East coast time?

They are by appointment only Tuesday - Friday 9-3. Yes, they can take your photo during your appointment.

Sadly no. But the passport center is right next door. 316 Vernon ste# 190. You can even walk in without an appt! Used to be at 311. They moved across the street to the new building.

It does not take that long to get your passport processed as long as you have everything prepared. The reason they went to appointment only is because of the volume of people needing to get passports made it impossible for the City Clerk's office to get any of their daily work done (if you have been to the Citrus Heights Post Office and seen how busy it is you could understand better the impact of walk-ins). Passports are just a service they provide, it is not their only function.
You can renew your passport as early as you like. You do not have to wait for it to expire to renew it.
