This place is not allowed to enter without a army sponsor. Luckily I have a friend who retired from the army and could go in with him. This place is huge and you may go gym, restaurant and beach. It is worth to be there.

Actually the best viewing is on Highway 246 West also known has Ocean Avenue West at the Purisma gate just pull off on to the side of the road near the gate cuz they do clothes off the beaches or you could drive down if it's still open to the end of the highway

The missile was already launched, but in general - yes, you can see VAFB launches from LA. In fact, you can see night/twilight launches from as far as San Francisco and Nevada.

Park on the road that leads to Surf Beach. Get as close to the police barricade as you can get without them telling you to leave. Get there at least 4hrs early or else the road will be full of spectators. If the launch is presunrise, it may be too overcast to see anything. The video I have posted of a launch is almost completely black and realistic.
