Under staffed. Terrible wait times. Plan over an hour to be told you don't have what you need and have to return later and do it over again. Abysmal. Privatization did not help this at all.

Just go to the office. Safest way to be 100% sure you'll get the RIGHT answers to what is needed. Most likely insurance papers, title or bill of sale proof of current address, NC drivers license. Things like that.??? Not 100% sure though.
I would call Jacksonville NC DMV License plate agency and ask just to make sure. I'm not real sure.
Walk in, it's super busy in the morning, if you plan on going in the morning I recommend getting there about an hour early. There seems to be a lull before lunch and again towards the end of the day.
