It's was great to visit Yates Mill again. They have improved so much. There are several trails to explore. This park will not disappoint. If you love history and nature this is your park to explore and discover! Make it a great exploration!

Drones may be used only in the open field above the amphitheater, if other people are not present in this area. Drones are not allowed to fly elsewhere in the park, unless the operator has received prior approval from Park Management. This approval is given only for environmental research-related purposes.
Nice museum within 5 min walk from the parking lot. Another short walk, you get to the mill

No. Yates Mill is a nature preserve with trails around a pond. It is home to some threatened species. You can't bring dogs or remove plant life. Fishing is permitted from the boardwalk however.
It is a nature preserve. Dogs disturb the wild inhabitants of the park, even if they are kept on leash.
If you are wheelchair bound, you will not be able to get inside the historic mill, but the visitors center and parts of the walking trails are accessible. If you can walk with a cane or crutches, you would be able to get into the mill if you go when there are tours.
I don't think you need an appointment for pictures as long as your equipment is hand-held.
This is a Wake County Public Park, so admission to the park itself is free. If you are asking if you have to pay per person for classes offered at the park for a fee, then the answer is "yes, the charge for classes you enroll for is on a per person basis".
