Why do CPD police put their sirens on @ 11 pm on Cranston St? It's stupid & annoying, especially when theirs babies that wake up from it. Ppl can clearly see flashing lights, so give the siren a break. Other cities/towns have the respect, so try it.
I'm not sure what you're asking, but dispatch is there 24/7. If you're calling for a non-emergency, dial their main number, and tell them it isn't an emergency as soon as they answer. I hope that helps.
