I have seen several people fishing from wheelchairs from 1st level over time. Parking lot is small, dirt but not loose sand, not smooth like asphalt but doable. As others have said food/beverages available downstairs bar (food prepped/cooked in upstairs restaurant and brought down). Rest rooms are not handicap available last I knew.

Rod and Reel is open, the City Pier is being rebuilt after storm damage.
There is a very small parking lot out in front that fills up quick. Do not park anywhere near the street. They have no parking signs up high on power poles that you can not see very well, and if you park anywhere near those, even if you are the required amount of feet from the side walk & street, Anna Maria PD will quickly give you a parking ticket.
No, you can't make reservations and you might have to wait awhile to get seated at peak times.
Yes. They have great food and we saw dolphins out the window! Very special experience.
I know they rent them. It's $2 to fish on the pier. I believe it's $5 to rent a rod. Regardless, it's well worth the experience.
They own it so its private. I believe it's only a few dollars to pay to fish there. I am not sure about rentals. I didnt see them there. They do have bait though.
Hopefully the red tide will be gone by then.
Yes to Spanish Mackerel. I think regular mackerel comes back to Florida in the Fall..
