My significant other inquired about an application. She was told she had to return it in person! They were emphatic even though told we lived in the Fingerlakes and were PARAPLEGICS w co-morbidities! As a result, we are disinterested, and wonder if their order is even ADA compliant!

You would probably have to live in NYC for at least a year in order to transfer but PA does accept out of state vouchers.

No. Some single/family units they cover are $0 income. Base rents are 30% of monthly income. Sherman Hills and Emmunah Manor are privately owned $0/low income options as well.
