Veterans Park is one of the most interesting small parks I've been to. Beautifully maintained and architecturally interesting. There's a great little cafe in the park.

No it doesn't, Commons park down the street has one in the very back. A smaller one.
No there is not. But I do belive there is one in Wellington that is free to the public .

Go into the office at the park near the baseball fields to complete paperwork & pay fees I don't remember the exact fee to reserve

Yes, but not bright. Daytime is better. Older kids hang out there at night so it isnt that peaceful.
