I would suggest to others Veterans to do the required work of filling out the paperwork because it is so worth the savings one gets on taxes, unbelievable! I would do it again. CA Law does allow a one-time only transfer of your assessed value from your original home to a replacement home within the same county for persons over 55 years of age. Sacramento County does not have an ordinance to allow a base year value transfer from outside the county (Prop 90). According to the CA Board of Equalization, there are 10 counties that do have an ordinance. To find out which counties do have it go to: https://www.boe.ca.gov/proptaxes/prop60-90_55over.htm
CA Law (Prop 13) requires base values to be set at market value only when there is a change in ownership or new construction. Since market conditions continually fluctuate, it is possible to have substantially different assessed values in the same neighborhood. The question is: is the assessed value on your bill higher than the market value of your property? If so, you may qualify for a temporary reduction (Prop 8). Request an informal value review on our website after 7/2/20, when the review period opens.

Unfortunately, the Assessor does not have access to lien information. The Sacramento County Recorder/Clerk is responsible for all recorded documents, including liens.
