Yes if is
Shelter placement is decided by DHS at the time clients are applying at DHS PATH center. Clients can request to be placed in a specific borough, but due to DHS limited current placement resources such request are usually denied, sometimes clients can be put on a waiting list for an opening in the requested borough if they can prove the necessary requirements for special circumstances. Though there is no guarantee when or if such an opening will be available, in the meantime while waiting clients can be placed anywhere within the DHS shelter system depending on shelter availability and clients family size.
In order to get placed at Albemarle Family Residence a family first must go through the application process at New York City DHS PATH family intake. Once the application process is completed, DHS makes the decision which family shelter or temporary hotel unit the applicant family will be placed at, which there is many within the five boroughs of New York City. The family has no say where they'll be placed, other than a right to refuse placement at a particular location.
