This park does exsist but it is basically abandoned. It was only a single board walk to the beach. The road was really bad coming into the place. I wouldn’t recommend this.

No it's a passive park. Just a parking lot and boardwalk over the marsh to the beach.
Yes they are. Yes on a leash (but I've seen people let them loose to play in the surf - don't think there's any pup police out there just use your judgement and how well behaved your dog is) there are trash bins at the beginning and end of the walkway.
