Yes, this is a fishing area. If you are unsure, check fish and game website. Just Google lake Washington fishing piers and it will list all of them flushable to the public.
Yes. And you can jump off the dock in the deeper areas. The dock has ladders and you can float in inner tubes. In the summer they have lifeguards and they rope off a shallower area for little kids. They also make small kids do a swim test for the deeper area. The lifeguards are there only on nice days. They can be great for kids, but also they enforce rules that can be a pain (like having to swim inside the perimeters of the dock, no running or flips, etc...)
Call park services and reserve them. Very reasonably priced.
