There's one or two cameras at the veteran's memorial (it's obvious and there's a sign), and I'd expect a number more possibly within the water facility at the top near the gazebo.

No it's open to the public
No camping but a really great view of all of Lompoc a few tables with bar-b-ques a big reservation area plus a challenging disc golf course. Lots of shade well over 70 or so trees on property.
No. Only places in town that do are school campuses. Best is LVMS.
