No need to get a permit to replace cabinets, carpet, tile, appliances, furniture or things like that.
In general I would.say no, what are they going to inspect? but If your in a HOA that maybe a requirement and I would check with the bldg dept to make sure there aren't any color scheme requirements like some other cities.

Best way to know for sure is to ask the city. There are a lot of variables. If you are just replacing a portion of the fence then you typically don't need a permit. if you are replacing the entire fence even if it's the same type and material then I would definitely pull permit. If it is just a short fence not surrounding a swimming pool or anything like a small fenced area for a pet and the fence is only three or four feet high you could probably get away without it but again a free phone call to the city is best because you don't want to one day try and sell your home and find out you have work done that was not permitted and then you have to find a contractor that will accept responsibility for something they may not have built and put their name on it. You could easily end up paying a lot more money down the road so make the call
