We had an emergency gas outage community wide and I graciously accommodated the service guys to turn off my gas. I was told it would be turned on the next day so I waited by my land-line all day for the call. No one called. Everyone else on my street got their gas turned back on. I was here all day. My phone number is on 3 signs on my fence. I never got contacted. I'm still sitting here waiting on Day #3 and the excuse every time I've called NWE is, "we'll get to you..." WOW. Guess you have nice hot showers to clean up with after a hot day working so what do You care if I have a meeting this morning I need to be at and am filthy dirty... Why was I overlooked? I've done everything in my power to accommodate you. What's it going to take to get my gas turned back on and my water heater started???? All my bills are paid in full on time, Every time...what's your excuse, NWE? Do I need to roam the streets looking for your service truck? Sorry...I'm planted by my landline, waiting for your call...

No. It is the responsibility of the property owner to prevent limbs from interfering with power lines and from posing a hazard of fire or of downing lines. The utility has authority to prune limbs in order to facilitate restoration of service or ameliorate hazards. It is the responsibility of the property owner to dispose of the trimmings. NWE workers typically pile them neatly.

Could you be more specific regarding what you mean by the guy cables "blocking" part of your garage? Without a to-scale diagram depicting the layout, it's hard to analyze the situation. Municipalities and utilities in urban areas usually have an easement running parallel with the street side property line, from the edge of the street closest to the property, to an imaginary line parallel with the curb and extending 10 or 15 feet into the property. No structures are permitted within the utility easement except as may be specified by code or authorized by an approved variance. A utility easement cannot, however, encroach upon a property-owner's easement for ingress and egress. Installation of a utility pole with a guy cables that block a properly located driveway, would violate the property owner's access easement. With copies of the plat and the approved building permit application, you can prove the violation. Consult a lawyer if the utility balks.
