A NW Energy employee came by and fixed the street light. The neighbors tree limbs were laying on the line, so he cut them. Is someone going to come and remove the limbs?

No. It is the responsibility of the property owner to prevent limbs from interfering with power lines and from posing a hazard of fire or of downing lines. The utility has authority to prune limbs in order to facilitate restoration of service or ameliorate hazards. It is the responsibility of the property owner to dispose of the trimmings. NWE workers typically pile them neatly.
