can't get through and it's *July*!---as bad as trying to get through the national 1040 phone number with dead-ended "can't process call right now due high call volume" repeatedly. Makes me wonder if agents just aren't showing their queue availability if they don't feel like talking?

Provide a direct line to personnel. Aquire better customer service. Walk-ins should be welcomed, since no one answers the phone to make appointments. Clearly, there is a problem. Why isn't being fixed?

I'm not 100% on this but I believe you can just walk in the Jacobs building (949 E. 36th) and on the first floor is the IRS office and schedule an appointment..
