They are super hard to work with. The citizens portal doesn't work.i have emailed them 2or 3 times so not working can't d submit a permit because there system says that out business license doesn't exist. Got the run around an a different permit. Not sure they know what is going on.

I have been in a trade requiring permits and inspections all the time, just as anything in life, there is a cost to doing business, if your time is worth more than what you can pay a gopher to sit in a waiting room 2-3 hours, then hire someone from a college ,Manpower type of employment agency, Craigslist has a "gigs" section where you can hire people as required. If you do this often you should hire someone part time as needed, I have done this for many years. One thing that I do that really has improved my inspections being passed is having a young lady there to provide access,give her a 6 in 1 tool and a flashlight and have her stop by Dutch bros or Starbucks and get coffee for them, I say them because after the word gets out, 2 or 3 inspectors will be arriving to see the gal and if there is some issue or a dumb thing overlooked rather than be chewed out, lectured, not signed off etc, Inspectors will perform a small fix to get her permit passed! If it were me there , sorry Bub, reschedule another inspection after you get things rectified!

Absolute worst building department and inspectors to try to work with in the state. Interpret codes wrongly and even make up their own rules. Andy Munyon needs to be replaced.

Yep, if the price includes install you can go by that value. But they use $45 or $50 per square foot value. Then you are taxed on it.
I would suggest going to the building permit counter and seeing if its was permitted. There are way to many questions to ask you on here to help.

The record is available online. The permanent record is what the city has on file. You should be ok with a copy and you can always search by your address. Most contractors will supply an as built showing what was done in the actual installation, and how it differed from the original plan.

Homeowners can obtain building permits. Depending on the scope of work you may need plans.
You should discuss your plans with the Sacramento County Planning department, and Department of Transportation(DOT). Both have rules that would apply to your project. The Building department won't need a permit but I think DOT requires a permit any time there is a new entrance/exit from a public roadway.
Who pulled the Permit? Is it still Valid? I would go to the building Dept and ask, plan on spending half your day there. Good luck
Your electrician is able to draw his own plans. They do not need to be done by an engineer or architect. Typically, a residential designer does the drawings since usually the building dept asks for additional information. I do residential drawings within the Sacramento area, swnd me a PM and i may be able to help you.
